What the current release actually includes

FireRed and LeafGreen have standalone digital Switch releases. They revisit Kanto; Emerald is a different Game Boy Advance game set in Hoenn. Buying one of those Kanto releases does not unlock the other GBA Pokémon adventures.

Nintendo’s FireRed and LeafGreen FAQ also distinguishes those purchases from the Game Boy Advance Nintendo Classics collection. A Nintendo Switch Online + Expansion Pack membership does not make every GBA game available. Check the actual library, not just the name of the emulated console.

Your practical options

The original Emerald cartridge is designed for Game Boy Advance hardware. Compatible original DS-family hardware with a GBA slot can also be relevant; a DSi or 3DS does not have that slot. Check the exact hardware model before buying a cartridge or a used system.

On a computer, mGBA is an emulator for the appropriate hardware family. It requires a compatible game file supplied by the user. Installing an emulator is not the same as obtaining Emerald, and a browser page calling itself a Switch version is not evidence of an official port.

If your goal is a Hoenn adventure

Omega Ruby and Alpha Sapphire revisit Hoenn on Nintendo 3DS, but they are different games with different hardware requirements. They are not a Switch download or an exact substitute for Emerald’s feature set.

Availability can change. The sources and check date below show the basis for the current answer. A future announcement should name Emerald explicitly before this page describes a Switch release as available.
